I discussed this with D-loop and he agrees that the time to introduce the pool rotation should be given consideration now.
Many atlantic salmon and west coast steelheaders are already accustomed to this practice.
With the new regs going into effect in the fly zones of the Salmon River, I suggest we set aside a section like the Paradise Pool in the upper, and the Bridge pool in the lower, as  rotation only sections, rather than 1 or 2 tie up an entire hole to those of us who like to spey cast, or just like to fish the entire pool.
I bring this idea to Angler's Net first with the hopes that Spey Nation will support this and we can aproach Fran and the DEC to phase this in in the near future.

I think it's a great idea. You'd think it'd be common sense that everyone would just do it automatically everywhere on crowded rivers, not just certain pools.

The problem that first comes to mind though, if you were trying to regulate it, is how do you enforce it? I don't think you could.

While rotation would benefit us as spey fishermen, it ,may be  a slippery slope and make us ou to be the snobby fly fishermen we are sometimes acused of being.  Playing devil's advocate here, Here are the Cairns River Regulations from England.
 

Ref.: AC/1/2 - Regulations-2002

THE DUMFRIES COMMON GOOD FISHINGS REGULATIONS (2008)

NOTE: Rules and Regulations will be vigorously enforced by the Director, Nith District Salmon Fishery Board, and his staff.

1 This ticket gives permission to fish with rod and line on both sides of the river from Crooks Pow on the right bank and the boundary stone at Netherwood on

the left bank, to the mouth of the burn 300 yards above Martinton Railway Bridge, and on both sides of the River Cairn off Cluden from its junction with the

River Nith to the Dripp Rock about a quarter of a mile above Newbridge and also the Cargen Burn on Nethertown but excepting (i) between Buccleuch Street

Bridge and the line across the river from the stone pillar (coloured white) on the right bank adjacent to the Robert Burns Centre and the white mark set into

the wall on the left bank directly opposite and (ii) the West Bank (Lincluden side) of the River Nith from a point twenty five yards downstream from the

junction with the River Cairn to the south end of the retaining wall. Anglers should not fish from private ground without the owner's consent.

2 When the River level is below that shown on the markers, the following restrictions on certain parts of the fishings will apply: -

(a) Maxwelltown (west) side - from Shortridges to Buccleuch Street Bridge - NO FISHING. (b) From the notice board on the railings at the Whitesands

below the Caul Pool and the notice board situated at The Burns Centre to the Stank Pool, St Michael's Street Bridge, fly fishing only. Markers are set at

Buccleuch Street Bridge and St Michael's Bridge. (c) In times of low water conditions the Council reserve the right to close any stretch of fishings by

erection of the appropriately worded notice boards. In cases where there is any dubiety as to whether or not the water is below the marker, the

ruling/decision of the Director, Nith District Salmon Fishery Board /or a member of his staff is final.

3 (a) To promote conservation of low fish stocks, a maximum of 2 Salmon (or Grilse), 4 Herling (minimum 10 inches/250mm) and 2 Sea Trout

(maximum 3lbs/1.35kg) may be retained per day. (b) All rainbow trout caught should be killed. (c) All Sea Trout caught after 6 October must be

returned to the river.

4 When fly-fishing, no lead lines or leaded hook are permissible. Flies must be not less than 18 inches apart, and no more than 3 flies per cast. During low

water restrictions, no weighted lines may be used and maximum hook-size 10.

5 In all other types of fishing, weights used to be attached at least 12 inches above the hook and 36 inch at maximum. Whilst bait fishing 1 hook only shall be

used - maximum size 4 and minimum size 10. All spinning lures will have no more than 1 treble hook maximum size 4.

6 Any bailiff is authorised to forbid the use of any hook or tackle considered unsuitable.

7 No ground bait or Float Fishing.

8 No full sinking lines to be used in low water conditions although a sinktip line can be used.

9 No ticket holder shall fish from trees or from higher ground, walls or bridges or accept aid from any person in a tree or on higher ground, walls or bridges.

10 No worm fishing before 15 March.

11 No Gaffs.

12 All pools should be fished in rotation, with anglers moving one metre downstream between casts. Where beat markers are in place, fishing commences at

the start of the beat (at the marker).

13 No Sunday fishing, except on the River Cairn for Trout only (fly fishing only) under exclusion of the stretch of the River Cairn from its mouth to the first

stile upstream.

14 No fishing during the hours of darkness until after 1 April. No spinning after one hour after sunset. In cases where there is any dubiety regarding hours of

darkness, the ruling/decision of the Fishery Director or a member of his staff is final.

15 Ticketholders shall comply with reasonable requests by police and water bailiffs. No verbal abuse or foul language will be tolerated.

16 Any ticketholder who fails to make statutory return of fish caught by the end of the fishing season, using the form provided, will not be issued with a ticket

for the following season.

17 Fish, fishing tackle and identity card must be shown to the police officers or water bailiffs when requested and identity cards must be carried at all times

when fishing.

18 Unsporting behaviour, where not covered by a specific regulation above, will be considered as a breach of regulations

19 This ticket is subject to compliance with the foregoing regulations and such other Regulations as may be made by the Council from time to time, whether

during the currency of the ticket or otherwise.

20 Disqualification and penalties

a. Where a ticketholder is charged with a criminal offence relating to fishing, or where a complaint is made in writing by two water bailiffs of a breach of

regulations by a ticketholder, the ticketholder concerned shall have his ticket suspended at once.

b. Any police officer or bailiff is authorised to impound a ticket for unsporting or illegal practices.

c. An appeal is allowed if within nine days of the date of written intimation to him of the complaint Area Management Nithsdale receives a request in

writing for the matter to be considered by the Council.

d. A suspended ticket will not be returned until Committee considers the appeal and until the outcome of any related prosecution is known. A successful

appeal will result in the return of a proportion of the fee for that ticket, relating to the period of suspension.

e. A first disqualification will be a minimum of 12 months, up to a maximum of five years.

f. A second disqualification will be for between a further 5 and 10 years.

g. From February 2006 any outstanding life bans may be reconsidered, on a recommendation to the Council by both the Director of the Nith District

Salmon Fishery Board and the Committee of the Burgh Anglers Association.

h. All third disqualifications are for a minimum of a further 15 years.

21 The use of natural prawns and shrimps (whether fresh or preserved dyed or natural colour) and any part thereof including any artificial guise of the same are

banned as bait when fishing rod and line for salmon and sea trout in relation to the Council's fishings on both the Rivers Nith and Cairn upstream of a line

drawn across the River Nith from the house situated at 28 East Riverside Drive, Dumfries and the north-east corner of Kingholm playing fields, Dumfries.

22 In addition to these Regulations which are pertinent to Dumfries & Galloway Council waters, anglers MUST adhere to all current fisheries legislation.

This is not intended for just spey casters. This would benefit all fishermen as we're introducing a system that has been successful throughout the world. Change is hard, but some change is good. We've seen many changes to the fishery over he years. I still have a few of those weighted death (snagging)hooks we used when I first started years ago. People have grumbled all along, but the fishery still can improve. While I'm at it, I'd like to see DSR designated an area or two. People thought no smoking in bars and restaurants would be the death of them. I kind of like clean air when I eat. Nothing snobby about that.

The rotation methods worked well for me this year on the Saranac River in NY for Atlantics. I didn't catch anything, but I was comfortable in the water by the time I was at the head of the line. 10 casts or a fish and it was back to the back of the line for anglers.

Not sure if its a regulation or just "how it is", but I liked it. You can still fish while you're waiting, just be courteous to others space. I'm not a spey caster, and I think it would be beneficial for all anglers. Gives even us new guys a chance at the honey hole.

As far as enforcement goes, and I see Shaq's point, it's really quite simple. You just have to create the expectation. A couple of Fridays ago I was fishing alone in a section of the upper when two guys came along. One, wearing a Red Shed hat, admired my Red Shed hat and asked if we could rotate through the hole. And we did. And they told me about fishing in Idaho, a place I'd like to go one day. Everyone was a winner. If you get one guy to fasten himself to a spot near the tailout(on this particular day under those conditions), the hole is shot to everyone else and ruins the lie.

What about the guy that brings a lawnchair, 2- 5gal buckets, a cooler, 4 rods and of course the suitcase sized tackle box.Wink  Not that Ive never been that guy, but we snobby fly fisherman certainly do pack lighter. One guy that plans to camp in a spot and fish all day, or at least until his beer runs out could crap all over an otherwise good system.

There's a guy who sits in the same spot in the Cemetery Pool who gets drunk all day and yells "two pound test, I hooked (snagged) him on two pound test" and proceeds to tie the pool up for 5 or 10 minutes until he inevitably loses the fish. What a joy.

As for the Saranac, Enforcment is done the old fashioned way, Screw up and get ridiculed by all others.  Problem is the Canadians all pretend they don't understand English until things get ugly.  Catching fish there is work, there are people who do it from the lawn chair once in a while but they can't reach the prime stretch & settle for the easy/unproductive water.  There are "techniques" one can "employ" to "encourage" greedy anglers to play along.

Maybe the best way to go about it would be to use the internet, flyers, etc. to promote rotation, instead of actual rule changes for certain holes/stretches. I'm sure it would start off slow, but after a few years it could become common practice to rotate.
